International Mobility Program (IMP): Targets are set at 285,750 in 2025, decreasing to 128,700 in 2026, and 155,700 in 2027.
Temporary Foreign Worker Program (TFWP): Steady at 82,000 annually through 2025-2027.
International Students: 305,900 each year from 2025 to 2027, constituting a major part of the temporary resident population, especially in 2026 and 2027, with the share of international students increasing in these years.

Economic Category (largest share):
Federal Economic Priorities: Focused on critical sectors such as healthcare and skilled trades, with targets of 41,700 in 2025, 47,400 in 2026, and 47,800 in 2027.
In-Canada Focus: Emphasis on transitioning students and temporary workers already in Canada, with 82,980 in 2025, 75,830 in 2026, and 70,930 in 2027.

Family Category:
Spouses, Partners, and Children: High consistency, with a target of 70,000 in 2025, 66,500 in 2026, and 61,000 in 2027.
Parents and Grandparents: Smaller intake, with targets of 24,500 in 2025, 21,500 in 2026, and 20,000 in 2027.
Total Family Admissions: 94,500 in 2025, 88,000 in 2026, and 81,000 in 2027.
Refugees and Protected Persons:
Protected Persons in Canada and Dependents Abroad: Steady targets of 20,000 in 2025 and 18,000 for 2026 and 2027.
Resettled Refugees: Includes Government Assisted, Blended Visa Office, and Privately Sponsored Refugees, with a consistent range of 55,000 to 65,000 admissions annually.
Total Refugee Admissions: 58,350 in 2025, 55,350 in 2026, and 54,350 in 2027.
Humanitarian & Compassionate and Other:
Targets of 10,000 in 2025, 6,900 in 2026, and 4,300 in 2027 for those admitted on humanitarian grounds or under special public policies.
Special Category:
The good news for in Canada Temorary Foreing workers and studetns is that 40% of them woul dbe given priority in permanent residence for 2025 under a new Focused Express Entry category. This new plan is to reduce the proportion of temorary residents in Canada from 7% to 5% fo Canada’s total population.
